Welbury Parish Council – Key Information and Accounts
The Welbury Parish Council performs two important functions: representing the local community and working, wherever possible, to improve quality of life and wellbeing.
As the lowest tier of local government, the Parish Council has a small annual budget of £1,125, funded through a precept collected by North Yorkshire Council as part of council tax. While most services are delivered by North Yorkshire, the Parish Council uses its funds to benefit parishioners wherever it can.
Parish Council Responsibilities
A key role of the Welbury Parish Council is to act as a statutory consultee to North Yorkshire Council. This includes being consulted on:
- Planning applications within the parish
- Proposals for sewerage works
- Footpath and bridleway issues
Parish Council Meetings
The Council meets at least four times per year, including the Annual Meeting where accounts are approved. All meetings are open to the public unless an item is confidential.
- Notice of meetings must be given at least three days before.
- Items not on the agenda cannot be formally debated or resolved.
- Public comments may be discussed but formal resolutions are deferred to the next meeting.
- Meeting minutes are taken by the Parish Clerk, approved at the next meeting, and then displayed publicly.
